CM URBAN Fellowship
The Chief Minister’s Urban Fellowship program is designed with the overarching goal of offering a distinctive opportunity for youth engagement in policy formulation, management, implementation, and monitoring within the government of Uttar Pradesh. Focused on supporting the implementation of the Akankshi Nagar Yojana (ANY), the program aims to harness the energy, passion for learning, and on-the-ground experience of the selected fellows. Their fresh perspectives and youthful vigor are envisioned to make significant contributions to the effective implementation of ANY in the aspirational Urban Local Bodies (ULBs). Beyond the immediate project goals, the broader objective is to provide a platform for the youth to actively participate in public service, empowering them to contribute meaningfully to the overall development of Uttar Pradesh. This fellowship not only offers a unique learning experience but also aligns with the broader vision of fostering youth involvement in public service for the betterment of the state.

  • Eligibility Criteria
  • Graduation with first class or minimum 60% marks.
  • Should be proficient in speaking and writing Hindi and English.
  • Relevant work experience in any of the areas listed in the application (publishing articles/policy papers/research papers/appraisal/monitoring of projects and schemes etc. in the thematic areas related to fellowship) Evidence has to be provided.
  • Applicants should have excellent computer skills and ability to work on Information and Communication Technology applications and also communication skills.
  • It is mandatory for the candidates to be willing to work in the field and reside at the place of posting.
  • The maximum age of the candidate should not exceed 40 years as on the last date of receipt of applications.

  • Fellows will receive a monthly remuneration of Rs. 30,000/-. This compensation recognizes their commitment and contribution to the research projects.
  • In addition to the monthly remuneration, an amount of Rs. 10,000/- will be provided per month specifically for field visits. This allowance is intended to support fellows in conducting on-site research, gathering data, and engaging with communities relevant to their projects.

  • Roles & Responsibilities
    Selected candidates will play integral roles with specific responsibilities during the program period. Under the supervision of the District Magistrate and Executive Officers of the relevant urban local bodies (ULBs), the fellows will actively contribute to the concurrent evaluation of all schemes implemented by the Central/State Government within the ANY ULBs.
    To ensure the effective execution and implementation of ANY, the fellows will engage in the following tasks: Survey and Study: Undertake surveys and studies related to ANY for comprehensive insights. Collect primary data to inform decision-making processes. Monitoring and Evaluation: Monitor the progress of ANY, providing real-time data for analysis. Collaborate with ULB teams for concurrent evaluation of various schemes. Challenges Resolution: Identify challenges in scheme operations and propose effective solutions. Ensure that the intended benefits of the schemes reach the public as envisioned. Policy Formulation: Participate in activities related to policy formulation for ANY. Contribute to the structuring and implementation of the action plan under ANY. Data Collection: Gather necessary data for scheme operations on a real-time basis. Utilize tablets provided or receive a lump sum amount for tablet purchase for data-related tasks.
    Duration of Fellowship
    The fellowship period for selected fellows under the program is valid for one year from the date of appointment. The initial duration provides an opportunity for fellows to actively contribute to the Akankshi Nagar Yojana and gain valuable experience in the field. Based on the recommendation of the department, the necessity of the subject, and the fellow's work/performance, an extension for an additional one year can be considered. The extension is subject to the approval of the competent authority.

  • Statement of Purpose:
  • Applicants are required to upload a Statement of Purpose (SOP) along with the application form.
  • SOP should be a minimum of 300 words and a maximum of 500 words, providing insights into the applicant's motivations and goals.
  • Screening Committee:
  • A committee comprising senior officers and subject experts will be constituted for the screening of received applications.
  • The Screening Committee will evaluate applications based on predetermined criteria.
